So if my statement says:

Https_port 443 cert=/usr/share/ssl/cert.pem key=/usr/share/ssl/key.pem

I need to put this into the bottom of the cert.pem file, or the key.pem
file?

You need to copy the Verisign intermediary CA certificate into YOUR
certificate file in PEM format, just after the server certificate.

The verisign intermediaty CA certificate data you get from Verisign.
