[squid-users] limit POST bandwidth

Hi,

I have an adsl line and I found that users fill my uplink (that is small)
I would like to limit the POST bandwidth.

I did the following:

acl post_acl method POST
delay_pools 1
delay_class 1 1
delay_parameters 1 1000/1000
delay_access 1 allow post_acl

but while testing it I'm uploading file very fast....
does the delay_pool work only on download bandwidth ?

am I doing something wrong ??

any idea ?
