Single partition is ok for cache_dir.

As a general rule the number of L2 directories should be same i.e. 256 and
for number of L1 directories
L1 = cache_dir size * 1024 / L2 / L2 / 8
    or cache_dir size / 500

rounded upwards.

so for a cache_dir size of 2500 the number of L1 directories should be at
least 5.
