quick_abort_min -1 KB

is supposed to work, but seems to have been broken somewhere.

The same effect can also be acheived by setting quick_abort_min to a very
large value such as

quick_abort_min 2 GB

Most people prefer the opposite, to make Squid abort downloads
immediately. This kind of continued downloads can easily chew up a
considerable amount of bandwidth for a very log hit ratio.
