"can" is a matter of definition.

For IP Spoofing to work the cache server must be inline with the network
path, having ALL traffic pass via the cache server.

What is more realistic to do in your situation is to give your Squid one
IP address per GPG group of clients allowing the Squid traffic to be load
balanced in the same manner as the clients. See the tcp_outgoing_address
directive.
