[squid-users] Limiting Bandwidth

has anybody read the following URL:

Could anybody please tell me ways to limit bandwidth to my users (at a
WWW server, with Squid working as a http accelerator and a proxy) using
Squid?

I want to limit their downloads: ZIP; EXE....
