Everything is fine, see that squid runs properly on 8090 and clients can
use it.
 telnet proxy_server 8090 is acceptable from clients.

  Looks like you have , perhaps, some firewalling solution(s) between
your clients network(s) and your squid box ?
If SQUID happily accepts connections on port 3128 when it starts, then
the problem, as stated, may be in the in-between-path and or network(s)
between
SQUID and the clients.
