For WCCP v1 you need both...
WCCP varian of GRE decapsulation to make senses of the packets redirected
by the router.
Interception/Nat rules in the local firewall rules on the proxy to finally
have the redirected packets sent to the proxy port after decapsulated from
the WCCP/GRE tunnel.
