Could you please describe how you have configured your telnet client to use a proxy..?
You have to telnet to squid instead and send a proxy get request for this to work.
Or even better, use squidclient for similar debugging purposes.
The default squid.conf says to not cache any URL's that contain a '?'.
See the no_cache directive.
