Depends on your definition of stuck.

You may be able to tell the kernel to allow non-privileged users to open
low ports, thereby allowing the use of low ports without running as root.
Depending on your kernel this can be done either globally or by using
process capabilities (CAP_NET_BIND_SERVICE).

Personally I run Squid under the control of gdb when needed. Have never
really bothered with getting core dumps.
