This is quite normal.
The first "CPU Usage:" is the average CPU usage since startup. As this
often includes low use times such as nights etc the number is often quite
low if your Squid has been running for some time.
The 5 and 60 min av is the CPU usage only during the last 5 resp 60
minutes.
