[squid-users] Problem with tcp_outgoing_address

Hi all,
i´m with a problem with squid
my english is not very well
i have 2 links adsl and i want that the users use the internet across
one of this example

LINK 1 - just to receive mail and http request
                  LINUX (squid) - (network users)
LINK 2 - just to internet users (downloads..)

i´ve configured the squid to use tcp_outgoing_address
but.. when i try to use i get the follow message

The following error was encountered:

    * Socket Failure

The system returned:

    (99) Cannot assign requested address

Squid is unable to create a TCP socket, presumably due to excessive
load. Please retry your request.

Your cache administrator is sysadm@root.

I need help to resolve it.. and.. if dont work.. how can i do it ?

my squid.conf is..

acl network_local src 192.168.29.0/255.255.255.0
tcp_outgoing_address 192.168.29.254 network_local
