digests by default also uses ICP if there was no hit in the digest.

In terms of latency digest-only is most efficient and is set by the
no-query option without disabling digests. Drawback is that the hit ratio
won't be as good as cache content which has entered the sibling after the
last digest exchange will not be found.

But if you make the clients distribute the content there is no reason for
any peering between the siblings (there won't be any hits, as each carry
unique content).
