As per your advice i remove that
a good improvement i check the access log

here now the problem is freq failur of tcp conncetion
to peer
Last failed connect() at: 20/Jun/2006:08:22:41 -0400
keep-alive ratio: 0%

log shows the page is fetched from isp2 & isp3
bur cachemgr
still shows (even after rebuilt and reconfigure )
isp 1 (FETCHES : 407 0%)
isp 2 (FETCHES : 0 0%)
isp 3 (FETCHES : 0 0%)
