Anything in cache.log on startup? Quite likely your OS doesn't allow
Squid to listen on these ports..

Note: On most OS:es Squid must be started as root to allow access to
these ports. Additionally on linux a SeLinux or AppArmor profile may
further restrict which ports Squid is allowed to access.
