I have experienced the same problem also with squid-2.6.STABLE4 on FC5. However, I then ran a test on a newly installed ubuntu dapper (server) with squid-2.5, and guess what, it works. Are you also running Fedora Core? Something in FC5 is still a mystery to me (ECN is off already by default on FC5, iptables is off, selinux is off). YMMV. On my firewall there is no ECN not scaling activated.
