See the offline_mode directive in squid.conf. Have a script that
monitors the link. When the link dies, toggle that directive on and
tell squid to reconfigure. When the link comes back up toggle
offline_mode off and tell squid to reconfigure.

Creation of script left as an exercise for the reader.
