If you like. Does not matter much.

Depends on where you want Squid to listen, firewalls, how careful you is
with http_access rules etc.

On dual-homed servers I often have

http_port internal.ip:3128
http_port localhost:3128

or when behind firewalls restricting access or when located directly on
a public network:

http_port 3128
