It's because it's no longer needed (in fact not needed since Squid-2.0).
The RunAccel script has been considered deprecated for very many years,
and with the changes in 2.6 it no longer worked at all and was removed.
Just configure your squid.conf proper and start Squid, thats all.
See the FAQ for details on how to configure Squid (2.6 and later) in
accelerator mode.

Yes, accelerator mode has gotten a lot of improvements, and much easier
to configure.
