you have to add:
In the router:
  access-list a permit X.X.X.X

list to intercept clients

access-list b deny ip host X.X.X.X any
access-list b deny ip any any

habilitas el wccp de manera global
ip wccp version 2
ip wccp web-cache redirect-list b group-list a

In the squid:
   IPTABLES....
   Tunel GRE (remember -netmask: 255.255.255.252)

i had the same problem, but is ready now! Tell me ...
