if they are "transparent" (i think you eman "intercepting"), why do you need
to configure access to them?

Did you try to configure them as standard parent proxies? with
cache_peer_access and proto ACL's?

What kind of FTP proxy it is? squid can only access ftp directly, or through
HTTP proxy. I think using of FTP proxy for outgoing FTP connections is not
supported by squid yet. IF it's transparent, you probably don't need it.
