The icap_service line in your configuration file tells to squid to use
the reqmod service of the icap server located at 172.16.1.57.

Is there a service called reqmod in your icap server? If you are using
the default configuration of c-icap, I do not think that exists this
service.
Look at the c-icap manual for available services.
