What about using offline mode - if its educational I assume you could
probably just download after hours ? Turn it off when you download with
wget, and put it back on afterwards?

I know that miss_access must be part of the puzzle to allow my
priviledged user to go beyond missed hits, but using miss_access where I
allow only my priviledged user raises error conditions of "Relaying
Denied" for the other users.

Once I get the system working, I will address the issue of uncachable
data. I am developing a system for an educational environment, so I
believe that most of the needed data will be static and cachable.
