Is AppArmor running? There was a problem with AppArmor and Squid but that
may have been back in 10.1.

Some points to check:

* How did you enable Squid to be started automatically?
* Is there anything in /var/log/squid/rcsquid.log when you reboot the
  machine (i.e. before you start Squid manually)?
* Are there any complaints in /var/log/messages?

Why are you rebooting the machine every week? There should be no reason for
that.
