Maybe, first reason to upgrade is to find that out.
Many other better reasons to upgrade too, stable5 is very old.

If you need to restart a linux/BSD server weekly you have much larger
problems than squid...

Looks like its working.

Maybe the startup script doing something weird (might be as quirky as
starting before an auto-sensing FW on reboot)
