No such things as 'columns' in HTTP. Please re-consider yoru design in
light of the way HTTP works:

   User requests Object,
   Squid provides requested object,
   Object has a given size.
   Repeat.

time does not exist as a part of the protocol. Only an ever present now,
with accumulation of the entire past.

All that can be done is with delay_pool's, limiting bandwidth speed of
retrieval for certain objects.

This is something you need to understand the Squid capabilities at least
moderately before we can take into config details.
