Yes.

When client requests an object, squid:

a) selects a peer based on past info and attempts to open a link to it

b) sends ICP to all peers to figure out who to request object from

If any fail that TCP failure message appears and the peer is marked
dead/unusable until some time later, when its re-tried and maybe marked
live again.
