This message says that Squid failed to establish a TCP connection to the
port. After 10 failed attempts the peer is declared dead until Squid can
reach the port again (brobes being run in the background).

Amos: It's not related to ICP.. the TCP checks is after ICP has finished
and a peer has been selected.
