If the only cache_dir entry in squid.conf says "cache_dir null /tmp"
squid can't save stuff to disk.

Then you have a choice, of whether to allow in-memory caching for some
items or not.

Set cache_mem to the amount of space in-memory objects are allowed to
use for caching (0 KB to disable that too).
