The 403 HTTP status code means "Forbidden". It's hard to say why
without knowing more about your setup. This could be due to ACLs, or it
could be your ISP filtering, or (on a long shot) maybe Google is
blocking you.

The output of "squidclient
http://tbn2.google.com/images?q=tbn:lwwCWFuZqT5m8M:http://static.howstuffworks.com/gif/squid-14b.jpg"
run on the Squid box might be helpful in sorting this out.
