Not directly. Squid can only peer with data sources. Other HTTP proxies,
web server etc.

Balancing network links is a feature of the operating system network
controls.

Squid can only bias the OS by sending specific tcp_outgoing_address or
tcp_outgoing_tos, qos_flows to inform the OS algorithms.
