Probably because this is called "wire tapping" and illegal in many
countries the authors of any software which might exist are not being
loud about it.

WCCPv2 is what you are actually looking for. Where a router passes HTTP
requests to one of N Squid boxes for handling. Balancing the load
between Squid and ignoring those which are offline.
WARNING: WCCP is one of the interception proxy technologies. With all
the associated limits on authentication, security issues etc.
