Ah this is interesting, I've never understood this fully.

The wiki has a big page on digests, but the ICP section on that page is
empty.

If you have cache-digests enabled, and also have ICP enabled, what happens?
Does the digest get consulted first, and if object not found in the digest
is ICP then used? Or is it some other combination?

I had this config on my squid cluster and I could see plenty of CD_ entries
in the access log, but also plenty of UDP_ entries too. I then tried
altering the cache_peer line to have ICP port set to 0 and the CD_ entries
continued and all UDP_ stopped. I'm just wondering about the pros/cons of
this change.
