From the "documentation":

  # TAG: maximum_object_size (bytes)
  # Objects larger than this size will NOT be saved on disk.
  ...
  max-size=n, refers to the max object size THIS storedir supports

So, if I understand it correctly, first one seems to be global, and second one seems to apply to a given cache_dir...
