3.1.7 or 3.1.6-2 packages are on their way through Debian QA right now.
Take a close look at your network configuration. Squid is unable to
connect to a IP network which both DNS and your OS are telling it it can
use.

Two things to note when reviewing network config:
 * ICMP and ICMPv6 protocol is NOT optional.
 * Disabling v6 in the Linux kernel is not as good as some people seem to
think. The apparent reasons for doing so all stem from ICMP 'black-holes',
probably the reporters own ICMP-blocking network devices.
