"HUP" doesn't work as expected - just believe it (my gerlish isn't good
enough to explain the problems).

That sounds like a debianism or an ubuntism.

3 weeks ago I have compiled the (theretimes) actual squid version
(3.1.8) - it didn't produce any "squid3" file.
