3.HEAD is today the future 3.3 release. It contains development code
quite different from 3.1 production code.
  The dated 3.1 tarball "snapshot", rsync squid-3.1, or the bzr
SQUID_3_1 branch is the latest 3.1 series code.

Thanks for reporting this regression. I've added a fix to 3.HEAD.
