You need to redo ./configure after changing the available packages to
identify the changes needed and update make.

If you can, prefer the 3.1.8 package found here:
  https://launchpad.net/~yadi/+archive/ppa
(it fixes a few crashes possible in the official Ubuntu version).

Otherwise if you need older versions the official packages patched to
integrate properly with Ubuntu can be found at
https://launchpad.net/squid/+packages
