[squid-users] Cache peer does not work

Dear All,
I thought that this would have been straight forward.

In an Ubuntu machine, I use proxy 172.16.101.3 as the proxy for
browsing. This does not require any user name or password for access.

I installed squid3 in this machine and set 127.0.0.1:3128 as proxy in
the browser. Also in the squid.conf file I have put,
cache_peer 127.0.0.1 parent 3128 3130 default

Now when I try to browse, nothing happens. That is, the browser says
connecting or some such, and after a very long time it fails to open
the page.

No error message has been found in the log files. I am really at a
loss what to do.

Could somebody please tell me what to do. Thanks in advance.
