cat /proc/stat
 
check for: "procs_blocked"
 
LA is a very misunderstood metric. It doesn't exactly correspond to the load as one can imagine.
 
Any time you are above 1, there is a problem somewhere.
 
I have a Quad Core with 2-3 squids each running at 90% CPU load per core constantly. Yet my LA is never more than 0.60
