     i've never used Ubuntu, so i maybe wrong ... but at least on CentOS
(and redhat based distros), the -devel (apparently your -dev) packages
are needed for compiling softwares that links to that library. Removing
the -devel, on redhat based distros, would make it impossible to
recompile the software, but wouldnt avoid it to run properly, as to run
it uses the libpcap2 (in your case) package, not the libpcap2-devel one.

     so, probably removing the -dev wont affect running squid
capabilities, but would avoid you to being able to recompile it.
