Depends on the Squid release. But yes 3.x configurations can be set to
buffer much more than they should.

Delay_pools throttle server response/downloads, but does nothing for
uploads. I thought the fix was in recent 3.1, but can't seem to find it
to verify that.

Then there is this in adaptation:
http://bugs.squid-cache.org/show_bug.cgi?id=2619. The bug is about
downloads, but upload uses the same logics.
