The server admin for that site is the only one who can actually fix it.

The load balancer is IP-based. Which prevents the usual cache_peer
workaround working. Unless you can somehow find out a publicly reachable
internal private IP of a working backend server and link straight to
that. That has its own problems with reliability since it is bypassing
their recovery systems.
