rwx? It is not a file permission.

Manager access is set via "cachemgr_passwd reconfigure blah" in
squid.conf where blah is the password needed to perform the reconfigure
action. When Squid receives and HTTP request with the right URL and
password it reconfigures itself.

The cachemgr.cgi web interface is just a way to send the HTTP request
to Squid.

If command line access is easier for them the squidclient tool can
perform the manager requests.
