I did recompile using
--enable-removal-policies="lru heap"

and added
memory_replacement_policy heap LFUDA
cache_replacement_policy heap LFUDA

no errors in cache.log or \var\log\messages after restart and after reconfigure
though Cache Manager still says removal policy is lru
