Considered TOS or QoS functionality of Squid? it tends to work better
than delay pools.

Hmm. Question unrelated to delay pools.

The ACL src and dst type syntax is: first-IP [ '-' last-IP] ['/'
netmask].

   acl blah src 192.168.0.1-192.168.0.5/32
or
   acl blah src 192.168.0.1-192.168.0.5
