I understand that this could be a routing problem and have looked into
that a little. The reason I didn't look very far into this is because
most things do work. I would imagine that if this is a routing
problem then it would show up more often.

If I am wrong here, please let me know and I will take a harder look at routing.

Without the cache_peer I can not get to any sties at all. All
internet (well, http and https) traffic on our network must go through
the parent proxy, either directly or through a local child proxy.
