The version built with Squid has access to
$(top_builddir)/lib/libmiscencoding.la where rfc1738_unescape(char*) is
available (might need libmiscutil.la from the same location).

For versions built outside Squid or without decoding the
external_acl_type option "protocol=2.5" would probably get them going.
