One last thing to check is what happens when you query for AAAA records
on that domain. That is the major change between 3.1 and 3.2 DNS.

What I get is:

## time host -t A webapps.kattenlaw.com
webapps.kattenlaw.com has address 38.98.128.19
0.000u 0.004s 0:00.06 0.0% 0+0k 0+0io 0pf+0w

## time host -t AAAA webapps.kattenlaw.com
;; connection timed out; no servers could be reached
0.000u 0.004s 0:12.03 0.0% 0+0k 0+0io 0pf+0w

Which indicates that dns_timeout directive in Squid can be reduced to
workaround that server brokenness on their end to some degree.
