Squid does not do quotas. Squid is an HTTP proxy and HTTP is
message-based instead of byte-based which is required for quota
measurements.

Squid can rate limit the message delivery speeds and accept/reject new
request messages as desired with access controls. That is all.

For byte quotas you are best off using Squid to set TOS or MARK values
on the packets leaving it and setup QoS quota controls in the underlying
system. This has a LOT of extra benefits, including accuracy.
